A huge barrier to progress in poor, post-conflict countries is the large competency deficit in government civil service. Emerging Public Leaders gets promising young people into government ministries and trains them to become effective civil servants. EPL's roots are in Liberia, where they worked with President Sirleaf to train young Liberians to thrive in the civil service. They create a process and a network to assure that these capable young people succeed, advance, and stay in government ministries. As the Mulago portfolio increasingly -- and necessarily -- deploys solutions that must be implemented at scale by governments, we see it as critical to build the next generation of civil servants across Africa.
